In December, 2015, we celebrated the 40th anniversary of the passing of Public-Law 94-142, the Individuals with Disabilities Education Act (CONCEPT ). This guidance document is to the supplement of English Students (ELs) with handicaps in English language proficiency (ELP) checks under Titles I and III of the Simple and Extra Education Work of 1965. as amended (ESEA ).
